Why larger housing associations satisfy fewer tenants, and why it is a design choice rather than an inevitability.


Rannoch’s TSM Insights Report described a clear and consistent pattern in the 2025 Tenant Satisfaction Measures data: larger housing associations deliver systematically lower tenant satisfaction than smaller ones. We described this as the TSM 'size penalty'. This companion paper asks the question that naturally follows: if scale carries a satisfaction penalty, is that penalty inevitable, or is it a consequence of how organisations choose to design themselves?
